The problem
Intervention: Sugira Muryango (SM), a home-visiting parenting program linked to Rwanda's social protection system
Who it was tested with: Families with children aged 6-36 months in three districts of Rwanda (541 intervention, 508 control families across 284 geographical clusters).
Children or communities are compared with a group that did not receive the intervention, or followed over years. This is the design that best separates what the intervention did from everything else that changed.
"Cluster-level randomisation (allocated 1:1 SM:UC) was used to prevent diffusion" and "Blinded enumerators conducted interviews and developmental assessments," indicating a rigorous cluster-randomised design with allocation concealment and outcome assessment blinding to reduce bias.
Cluster randomisation in Rwanda only; low but non-zero attrition addressed by imputation; some developmental domains (communication, problem-solving, personal-social) showed small effect sizes; no improvements on alternative developmental assessment tool or growth measures
