The problem
Intervention: School-based HPV vaccination program for girls beginning in 5th grade with parental consent process
Who it was tested with: 5th grade girls enrolled in Koror and Babelthaob elementary schools in Palau (n=467).
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"Data were retrieved from the Ministry of Education, School Health Program, and national Immunization Information System (IIS)" and "The proportion of 5th grade girls who returned the consent form, responses to the HPV vaccine consent question, and vaccination coverage with at least 1 dose were analyzed." The study documents low vaccination uptake despite high consent rates, indicating the program is not effectively translating parental permission into vaccination delivery.
Study is descriptive with no comparison group and cannot determine causation. Does not investigate reasons for the consent-to-vaccination gap, parental or community attitudes, vaccine supply issues, or school implementation processes.
