The problem
Intervention: Moments That Matter (MTM) Program: a community-led parenting empowerment program delivered by ECD Promoters and faith leaders that engages both mothers and fathers to promote gender-equal attitudes and practices in caregiving
Who it was tested with: Primary caregivers (mothers) and secondary caregivers (fathers) of children under three years old in rural Kenya and Zambia, plus program volunteers and government officials.
The same group is measured before the intervention and again afterwards, with a baseline and an endline and sometimes a midline. Change is visible, but other causes cannot be ruled out.
"The study reported in this paper aimed to establish the effects of the parenting empowerment program on more gender-equal attitudes about gender roles in parenting and actual caregiving practices by fathers after participating in the Moments That Matter (MTM) Program in Kenya and Zambia for 24 months. Qualitative data were collected at three-time points (baseline, midline and endline)." This is a pre-post qualitative evaluation tracking changes over 24 months without a comparison group.
Study design lacks a comparison group, so improvements cannot be definitively attributed to the program versus other contextual changes. Qualitative data only; quantitative metrics of attitude and behavior change are not provided. The document does not report on implementation fidelity or variability across sites.
