The problem
Intervention: Mandatory childhood vaccination requirement expanded from 3 to 11 vaccines for school admission (January 2018)
Who it was tested with: Three birth cohorts (2015, 2017, 2019) totalling 2.1 million children followed for 48 months.
The same group is measured before the intervention and again afterwards, with a baseline and an endline and sometimes a midline. Change is visible, but other causes cannot be ruled out.
"A nationwide study of three birth cohorts (2015, 2017, 2019) followed up 2.1 million children for 48 months to assess the course of the timeliness of MMR vaccine dispensation, before and after it became mandatory in France (January 2018). Data came from the French national health insurance fund drug reimbursement database." The study demonstrates that a policy intervention (vaccination mandate) did not eliminate persistent inequalities in vaccination timeliness between socioeconomic groups.
Study uses reimbursement data which may not capture all vaccinations; relies on administrative records with potential gaps; does not explore mechanisms underlying delays or inequalities; France-specific findings may not generalise to other contexts.
