The problem
Intervention: Productive Safety Net Program (PSNP) - a livelihood intervention providing food aid, cash transfers, or cash plus food aid to poor households
Who it was tested with: Children in PSNP member households and non-member households in Ethiopia (14,114 total across nine studies).
The same group is measured before the intervention and again afterwards, with a baseline and an endline and sometimes a midline. Change is visible, but other causes cannot be ruled out.
"the studies assessed the risk of undernutrition among PSNP members and non-PSNP members, in the form of pre- and post-design, survey, and cohort studies." The review synthesized evidence showing the program had differential effects on different forms of malnutrition, with improvements in acute malnutrition but limited impact on chronic malnutrition (stunting).
Included studies were mostly observational (surveys and cohort designs) without strong comparison groups. Risk of confounding was high. Meta-analysis could not be performed due to heterogeneity. Causal pathways were unclear and potentially frustrated by food inflation, household expenditure patterns, and caregivers' knowledge.
