The problem
Intervention: Introduction of the RTS,S/AS01 malaria vaccine (4-dose schedule) through routine immunisation services
Who it was tested with: Children under 5 years in pilot areas of Kenya, Ghana, and Malawi with moderate to high malaria incidence.
Children or communities are compared with a group that did not receive the intervention, or followed over years. This is the design that best separates what the intervention did from everything else that changed.
"the evaluation will use a cluster-randomized design" and "districts...subcounties...and clusters of equivalent population...have been randomized to either introduce the vaccine in 2019 (implementation clusters), or to delay introduction" - this describes a cluster-randomized experimental design with a comparison group, though this document itself is a protocol rather than a results report.
This is a statistical analysis plan describing planned methods, not a results report; actual pilot program outcomes on mortality, safety signals, and effectiveness are not yet available in this document.
