The problem
Intervention: Outsourcing management of the district vaccination programme to a non-government organisation, started in 2017
Who it was tested with: Parents or caregivers of 1,600 children aged 12–24 months in 2 outsourced and 2 non-outsourced districts of Sindh Province.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"we interviewed parents or caregivers of 1600 children aged 12–24 months from 4 (2 outsourced and 2 non-outsourced) districts in Sindh Province" - this shows a comparison group of non-outsourced districts, which places it in the comparison-group tier, but it is a non-randomised cross-sectional comparison.
The districts were not randomly assigned and no pre-outsourcing baseline is reported in the abstract. Other differences between districts may explain the results. Cost-effectiveness was not assessed.
