The problem
Intervention: Child-Friendly City (KLA) policy implementation including Puspaga and PATBM services for child protection
Who it was tested with: Children in Padang City, Indonesia.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"This study uses a qualitative approach with descriptive methods through interviews, observation, and documentation from related agencies" and evaluation was conducted "based on William N. Dunn's six evaluation criteria." The finding of continued violence despite policy implementation, without quantitative comparison data, indicates the intervention did not achieve its intended outcome of reducing violence cases.
Qualitative design without quantitative metrics on violence trends; single-city focus; no comparison group or baseline data on violence levels before and after policy; assessment relies on stakeholder interviews which may reflect perception rather than actual outcomes
