The problem
Intervention: The PHILOS programme coordinated and expanded childhood vaccination services, including organized vaccination activities in camps, community facilities, and safe zones for unaccompanied minors, with improved planning and monitoring systems
Who it was tested with: Refugee and migrant children in Greece, including those in reception and identification centres and unaccompanied minors.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"From April 2017–April 2018, 57,615 vaccinations were performed... In April 2018, the vaccination status of children at camps... was recorded and VC for each disease, stratified by dose, nationality and camp size, was calculated." This describes a post-intervention assessment of coverage without a concurrent comparison group, making it a pre-post design.
The study lacks a direct comparison group and baseline vaccination coverage data from the pre-PHILOS period. The evaluation recorded coverage only at camps, excluding community facilities such as hostels and hotels, potentially underestimating total programme reach. Reasons for incomplete vaccination series are not explored.
