The problem
Intervention: Reinstatement of tiered reimbursement rates in the Child and Adult Care Food Program
Who it was tested with: Family child care home providers (n=277 surveyed, n=10 interviewed), program sponsors (n=5), and families (n=5) in California.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"Irrespective of tier, surveyed providers reported that the reinstated, tiered reimbursements were insufficient (92.4%), resulting in reduced food variety (39.1%) and quality (14.8%), and increased financial burden on providers (96.9%) and parents (24.0%)." The reinstatement of tiered reimbursements was associated with provider reports of inadequate funding and reduced food quality for children, indicating the policy change did not achieve adequate nutrition support.
Study limited to California; no comparison group to establish causality; small convenience sample of families; cross-sectional design for survey component limits ability to establish temporal relationships
