The problem
Intervention: Quebec's $5 per day universal child care policy.
Who it was tested with: Children in the Canadian province of Quebec who were exposed to the policy, followed from preschool into youth (ages 12-19)..
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"Treated children are followed for more than 19 years." This is a longitudinal design, which falls in the experimental tier. The study found harms and no reported benefits, so the outcome is DOES_NOT_WORK.
The abstract does not describe the comparison group, sample size, or effect sizes. The framework is described as nonexperimental, so causal claims may be weaker than in a randomised trial.
