The problem
Intervention: Oral stimulation with one finger for 5 minutes followed by 1 minute of breastfeeding, given twice daily for 14 days
Who it was tested with: 25 infants diagnosed with low birth weight (most preterm), compared with a control group receiving standard NICU procedures.
Children or communities are compared with a group that did not receive the intervention, or followed over years. This is the design that best separates what the intervention did from everything else that changed.
"A quasi-experimental design with pre-test and post-test control groups was conducted involving 25 infants diagnosed with LBW." This design includes a comparison group, which fits the experimental tier, and the intervention group scored higher than the control group.
Very small sample, no randomisation described, and the abstract gives no detail on group allocation, follow-up or feeding and growth outcomes. The control group also improved significantly.
