The problem
Intervention: The 2021 temporary expansion of the Child Tax Credit, including the Advance CTC payments
Who it was tested with: Children and families in the United States, as covered by the Monthly Current Population Survey.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"The best evidence, though still imperfect, suggests poverty was relatively stable in 2021 and the first half of 2022." This describes tracking poverty over time around the policy change without a comparison group, so it is a before-and-after design, and the authors themselves call the findings imperfect.
Both poverty measures have important drawbacks. The measures are imperfect and the design has no clear comparison group. Other concurrent policy changes confound the results. Only the abstract was available.
