The problem
Intervention: Online messages giving information on the timing of the injection (shortly after birth) and on disease burden, with six variants compared against a control with no additional information
Who it was tested with: UK parents of children under 18 years (survey sample of 12,326).
Children or communities are compared with a group that did not receive the intervention, or followed over years. This is the design that best separates what the intervention did from everything else that changed.
"embedded an online randomised controlled trial in which a control arm received no additional timing or disease-burden information and six intervention arms varied this information" - random assignment to arms with a control group places this in the experimental tier.
Outcome was stated intent for a hypothetical injection, not real uptake. Effect sizes and results for the other arms are not available in the abstract.
