The problem
Intervention: School consolidation policy merging smaller schools
Who it was tested with: Tribal children aged 6–14 in Balangir District, Odisha, India.
Experience from people who deliver programmes: stories, case studies and lessons learned. Valuable for understanding how and why, and for spotting what to test next, but not a measure of effect.
"The data were collected using a semi-structured interview, a case study approach, and focus group discussions with the stakeholders." This is a practitioner-level evidence design relying on stakeholder experiences and perspectives without a control group or quantitative outcome measurement.
Qualitative data without quantitative baseline or comparison groups; limited to one district; no measurement of specific learning outcomes or extent of changes in dropout rates.
