Abstract
Primary education constitutes the foundation of a child’s intellectual, social, emotional, and moral development. The quality of learning acquired at the primary stage has a significant influence on subsequent educational achievement and overall personality development. Uttar Pradesh, being one of the largest states in India, has a particularly important role in the achievement of national educational goals. The present research paper examines the status of primary education in Uttar Pradesh with particular emphasis on students’ foundational literacy and numeracy, classroom teaching practices, parental involvement, school infrastructure, attendance, and socioeconomic factors affecting learning outcomes. The study adopts a descriptive and analytical research approach and draws upon secondary evidence from the Annual Status of Education Report (ASER), UDISE+, the Department of Basic Education, Government of Uttar Pradesh, and national policy documents. Recent evidence indicates considerable improvement in learning levels in Uttar Pradesh, particularly in government schools. ASER 2024 reported that the proportion of children demonstrating basic reading skills in government schools in Uttar Pradesh increased substantially compared with 2018, while arithmetic performance also improved. These developments are consistent with the state's emphasis on foundational learning through Mission Prerna and NIPUN Bharat. However, persistent challenges remain, including differences in learning achievement, socioeconomic inequalities, parental educational support, teacher workload, digital access, and the need for continuous assessment. The paper concludes that strengthening foundational literacy and numeracy, improving teacher capacity, encouraging meaningful parental participation, using child-centred pedagogy, and strengthening school-level monitoring can contribute substantially to improving primary education in Uttar Pradesh.
