Early Childhood Development in South Africa: Current and Future Workforce Requirements

Gabrielle Wills, Grace Bridgman ·
Summary
Written by AI, not yet AICS's view · claude-sonnet-5This report looks at how many early childhood development (ECD) workers South Africa currently has and how many more will be needed to meet the country's 2030 ECD Strategy targets. It examines the size and qualification levels of the existing ECD workforce. It then estimates the future demand for ECD practitioners if enrolment in early learning programmes is expanded as planned. The report is meant to help government plan the staffing, training and investment needed to reach more young children with early learning services.
Key points
- South Africa's 2030 ECD Strategy sets targets for enrolment in early childhood care and education.
- Meeting these targets will require significant financial, infrastructural and human resource investment.
- The report estimates the current supply of ECD practitioners, including their training and qualification levels.
- The report also estimates future demand for ECD practitioners under expanded enrolment targets.
Limitations
The abstract does not give specific workforce numbers, methodology details, or data sources used to estimate supply and demand.
Abstract
In a journey towards reaching universal access to early childhood development (ECD) services in South Africa, the recent 2030 ECD Strategy (Department of Basic Education of the Republic of South Africa, 2023) proposes targets for enrolment in early childhood care or educational (ECCE) opportunities. The 2030 ECD strategy acknowledges that meeting expansion targets will require significant financial, infrastructural and human resource investments. Against this context, this research report provides further specificity on the human resource requirements needed to support targeted access to specifically early learning programmes (ELPs) as expressed in the 2030 ECD Strategy. The first aim of this report is to identify the current supply of ECD practitioners under current enrolment conditions, considering the size of the existing ECD workforce and the levels of training and qualifications among the existing ECD workforce. The second objective is to identify the demand for ECD practitioners under targeted enrolment conditions in South Africa.
